Abstract
Low-income students consistently perform at a lower academic level than their high-income peers. This problem is evident before preschool, throughout schooling, and beyond. The main cause of this academic achievement gap is not a difference in intelligence or ability, but rather unequal access to enriching opportunities outside of the classroom. To alleviate this issue, we plan to implement a free summer camp-like program for students to make up for lost opportunities. We will propose a bill to municipal governments in conjunction with local school boards to provide funding for this program. The program will be offered to K-8 students, and facilitated by high school volunteers and college interns specializing in education. A few full-time staff will be in charge of general management and organization. This structure allows students of all ages to benefit.
