Abstract
Access to quality education has been unequal across the communities in Illinois due to the high reliance on property taxes to fund public schools. Because property values change a lot between communities, wealthier areas create higher tax revenues. This allows their schools to offer more advanced academic programs, better facilities, more extracurricular opportunities, and access to highly qualified teachers. In contrast, schools in lower-income areas often face chronic underfunding, outdated materials, overcrowded classrooms, and limited academic opportunities. This disparity not only affects students’ immediate learning environments but also reinforces long-term cycles of socioeconomic inequality, limiting upward mobility for students in disadvantaged communities. This proposal seeks to address the funding gap by introducing targeted grants for schools located within Illinois that fall into the low-income districts. These grants would supplement existing funding and ensure that all schools can meet a baseline standard of educational quality. Funds would be allocated toward essential resources such as hiring and retaining qualified teachers, updating textbooks and technology, improving school infrastructure, and maintaining safe and supportive learning environments. By prioritizing equity in funding, this initiative aims to reduce disparities and create more consistent educational opportunities across school districts. Some bills addressing this issue have been passed, but they aren’t providing enough funding to schools anymore because the bills are outdated. Ultimately, this policy promotes a more equitable education system in Illinois, in which every student, regardless of their background or geographic location, has access to the tools necessary for success. By addressing structural funding inequalities, this proposal supports the United Nations Sustainable Development Goal of Quality Education and helps foster a more just and inclusive society.
