Abstract

The UN SDG goals are a set of sustainable development goals created by the United Nations to call for action ways to improve the world. One of these goals is Quality Education, which promotes the ability for all students to have the right to lifelong learning opportunities and inclusive education. One problem with the current education system today is the effects that not being fluent in English can have on one’s ability to learn in school. This issue is one that affects many students in the United States, with 5 million students being enrolled in English learning programs (National Center for Education Statistics). Along with this, many states have “English-Only Laws” that declare English as the official state language, and some states still have bans on bilingual education in schools, forcing students to only use English in class. This led to a clear decline in education, shown by Arizona, one of the states with a bilingual education ban, having one of the “nation’s lowest graduation rates for English-learners…40 percent of English-learners in the class of 2017 earned a high school diploma in four years” (Mitchell). Based on these statistics, it’s clear that forcing students to learn in English lowers their ability to gain quality education at the same rate as their English speaking counterparts. To solve the issue of gaps in education caused by English-Only curriculum, a bill mandating bilingual education will be proposed. This bill will require bilingual education for children from the 3rd through the 8th grade and offer it before the 3rd grade to students who need bilingual support. It will also require two years of a foreign language during high school, specifically during the 9th to 12th grade. High school students will be given at least 2 options for foreign language classes. Grade school foreign language classes will cover basic topics, such as colors, numbers, and conversational language. Curriculum and difficulty will progress through each grade. $1 billion worth of funding for curriculum and teachers will come out of DOD’s budget towards the current activities of the military branches. Curriculum and implementation of this bill will be overseen by the Board of Education.
